In his youth, Nilgisti asked the Greater Dragon, Shen, to create the mist barrier that protects the Forest Ogre village.
Initially not recognizing Shen (now Tomoe) in her human form, she knocks him out by revealing herself to be the servant of Makoto Misumi whom he suspected and planned to execute after welcoming him into the village along with Mio.
